Summary
|
|
This position exists to support identification and execution of strategies across the MTA family that will improve efficiency, service quality and overall performance, with a focus on energy and energy-cost modeling and analysis. These initiatives are essential to achieve MTA’s targets for recurring savings that are a cornerstone of the MTA’s Financial Plan. The position conducts detailed business case and related financial modeling, develops and validates the proposed structure of the transactions, and works with various stakeholders on data collection and implementation strategies. End result of the analysis enables the design of strategies and programs to optimize decision-making, optimize resource allocation and improve efficiency and effectiveness through revised MTA business practices.

Responsibilities
|
|
Conduct financial analysis for high-profile initiatives for MTA executive leadership to improve MTA’s economic efficiency, service quality and overall performance. Support interdepartmental MTAHQ and interagency working groups to execute projects critical to reshaping MTA into more entrepreneurial and cost effective agency. Projects assigned to Office of Strategic Initiatives have a large quantitative component. Manager of Strategic Initiatives will have primary responsibility for executing the analytical and structuring side of each project. Provide support to MTAHQ departments to inform critical decisions which will impact MTA’s cost structure and performance. With direction of the Senior Director of Strategic Initiatives, perform rigorous data analysis to identify and develop optimal business strategies by transforming available information into useful data sets, executing appropriate analytics to guide strategic decision-making. Assist in formulating recommendations for pragmatic business transformation strategies and in some cases assist in executing these strategies Provide analytical support in managing strategic initiatives efforts in energy area in order to reduce cost of energy and increase energy efficiency including cost of service and rate design, energy efficiency and demand management projects and energy-related pilot projects Serve as an in-house consultant to MTAHQ and agency clients on strategic planning and change implementation and work collaboratively with other members of the MTAHQ Strategic Initiatives team, other MTAHQ and Agency stakeholders and third party consultants Assist in formulating recommendations for pragmatic business transformation strategies Provide analytical support to MTAHQ departments to inform critical decisions which will impact MTA’s cost structure and performance – examples include analyses for cost-saving initiatives in energy, such as the Con Ed Rate Case; support for Risk Management Property Insurance program, alternative energy procurement such as Renewable Natural Gas and others. Support interdepartmental MTAHQ and interagency working groups to execute projects critical to reshaping MTA into a more entrepreneurial and cost effective agency. Projects assigned to the Office of Strategic Initiatives, such as recapture of regenerative breaking energy via Smart Batteries and the MTA’s usage of electric vehicles, have a large quantitative component. The Strategic Initiatives Manager will have primary responsibility for executing the quantitative side of each project.

Qualifications
|
|
Excellent quantitative, analytical and problem solving skills, together with demonstrated quantitative skills and proficiency in Excel modeling. Must be able to perform rigorous data analysis to identify and develop optimal business strategies. Excellent communication skills, both oral and written, with the talent to communicate complex quantitative concepts in a clear and succinct way to internal stakeholders. Strong interpersonal skills with an established history of working on projects requiring group consensus and cooperation among people with no direct reporting relationships. Must be capable of building a strong and successful network, developing new relationships and influencing decision makers. Demonstrated ability to work in team and/or group settings, including team process and staff development skills. Ability to prioritize among competing needs and opportunities and manage multiple projects at the same time.

Education and Experience
|
|
Bachelor’s degree with outstanding academic achievement plus 4-5 years of progressively responsible experience in consulting, finance, engineering or other highly analytic disciplines. A Master’s Degree in business, finance, mathematics, statistics, urban data science, sustainability, public administration in energy and environmental policy, engineering, or other highly analytical discipline may be used to substitute for up to 3 years of work experience. Experience with energy-related projects is not required, but a big plus. Experience with big data is also not required but a big plus.

|
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $105,472 (this figure is subject to change) per year or if the position is designated as a policy maker. Job requires an individual capable of leading quantitative analysis for a broad range of strategic projects. As such, it requires an ability to identify the key issues and business drivers in any of the MTA’s business areas, and identify and develop insightful analysis that will serve as a basis for innovative and pragmatic business solutions.
